Individualized Home Supports (IHS)

Individualized Home Supports (IHS) refer to a category of services that provide assistance to individuals with disabilities in their own homes or community settings, helping them lead more independent and self-directed lives. These services are often offered through Medicaid waiver programs, such as the Home and Community-Based Services (HCBS) waivers.
Types of IHS Services:
IHS is divided into three categories based on the setting and staffing:

Without Training – Focuses on direct support without skill development.

With Training – Includes teaching and skill-building for independence.

With Family Training – Educates family members to support the individual more effectively.
Eligibility and Funding:

Generally funded through state Medicaid waivers.

Eligibility is based on disability status and assessed needs.

Requires a person-centered planning process.
Housing Stabilization Services Program

Housing Stabilization Services are a part of Home and Community-Based Services (HCBS) and are indeed covered under the Community Access for Disability Inclusion (CADI) waiver in Minnesota.
What is the CADI Waiver?
The CADI waiver is designed for individuals under age 65 who have a certified disability and require the level of care provided in a nursing facility but wish to live more independently in the community.
What are Housing Stabilization Services?
These services help people with disabilities and seniors:

Secure and move into housing

Retain their housing (housing sustaining services)

Navigate the housing system

Develop skills needed for successful independent living
Eligibility:
To receive Housing Stabilization Services under the CADI waiver, individuals must:

Be on Medical Assistance (MA)

Have a documented disability or disabling condition

Have housing instability or be at risk of losing housing
-
Receive services through a waiver like CADI, BI, or DD
